I was wondering if this technique could be done to embellish a knitted hat. Would you still use the single crochet stitch, or a different one? Thanks!
Hmmm… I suppose you could but note that this uses the half double crochet stitch. I’m wondering if it would be too heavy to do on a knitted hat? Hmmm… I don’t know! Try it and find out! You can always rip it out if you don’t like it!
Can you use this stitch to make a scarf??
Yes, but to make it look just like this, you’ll have to do a circular scarf (aka joined in the round) because the stitch is so different on the back side.

How long would you suggest for a child hat or would you do the nine inches
I suppose it would depend on the child. Upper elementary age children are surprisingly close to a small adult size anyway. But a 5-6 year old you may want to consider shortening it. How to tighten head portion if it becomes loosey…
I’ve never experienced this problem first hand but I’ve heard that it’s possible to use clear elastic to somehow weave through crochet stitches which would provide the needed tension.
